2013 டிசம்பர் மாதத்துக்கான விலைவாசிக் குறியீட்டு எண் இன்று (31.01.2014) வெளியிடப்பட்டது. இதன்படி அரசு ஊழியர்களுக்கு 10% அகவிலைப்படி உயருகிறது. தற்போது 90% அகவிலைப்படி பெறும் அரசு ஊழியர்கள் 01.01.2014 முதல் 100% அகவிலைப்படி பெறுவார்கள்.

Consumer Price Index Numbers for Industrial Workers (CPI-IW)
December 2013
According to a press release issued by the Labour Bureau, Ministry
of Labour & Employment the All-India CPI-IW for December, 2013 declined by
4 points and pegged at 239(two hundred and
thirty nine). On 1-month percentage change, it
decreased by 1.65 per cent between November and December compared with the rise
of 0.46 per cent between the same two months a year ago.
The largest downward pressure to the change in current index came
from Food group contributing -4.96 percentage points to the total change. At
item level, Onion, Ginger, Chillies Green, Brinjal, Cauliflower, Cabbage, Peas,
Tomato, Potato and other Vegetable items, Sugar etc. are responsible for the
decrease in index. However, this was compensated to some extent by Fish Fresh,
Eggs, Hen, Poultry, Milk, Pure Ghee, Garlic, Firewood, ESI Contribution, etc.
putting upward pressure on the index.
The year-on-year inflation measured by monthly CPI-IW stood at
9.13 per cent for December, 2013, as compared to 11.47 per cent for the
previous month and 11.17 per cent during the corresponding month of the
previous year. Similarly, the Food inflation stood at 11.49 per cent against
16.17 per cent of the previous month and 13.53 per cent during the
corresponding month of the previous year.
At centre level, Giridih recorded the highest decline of 12 points
each followed by Ahmedabad, Chhindwara, Varanasi, Munger, Jamalpur, Nagpur and
Bhavnagar (10 points each).Jamshedpur (09 points), Rourkela, Ludhiana, Tripura
and Angul Talcher (08 points each) Among others, 7 points decrease was
registered in 9 centres, 6 points in 8 centres, 5 points in 11 centres, 4
points in 8 centres, 3 points in 7 centres, 2 points in 9 centres and 1 point
in 7 centres. On the contrary, Sholapur centre reported an increase of 4 points
followed by Puducherry (2 points), Coimbatore and Srinagar centres 1 point
each. Rest of the 3 centres’ indices remained stationary.
The indices of 37 centres are above All-India Index and other 38
centres’ indices are below national average. The index of Varanasi and
Vijaywada centre remained at par with all-India index.
The next index of CPI-IW for the month of January, 2014 will be
released on Friday, 28 February, 2014. The same will also be available on the
office website www.labourbureau.gov.in.

01.01.2014 முதல் அகவிலைப்படி 100% Dearness Allowance from January 2014 will be 100%
The rate of Dearness Allowance from January 2014 has been now confirmed by just released AICPIN for the month of December 2013. Labour bureau has released the All India Consumer Price Index Number for Industrial workers for the month of December 2013 in its website www.Labour bureau.nic.in to day. The AICPIN for the month of December is very much required to finalize the percentage of DA to be increased for central government employees from January 2014.
The CPI for Industrial workers is the only factor to determine the additional installment of DA to be released with effect from 01.01.2014, so we need to know the 12 months average of AICPIN from January 2013 to December 2013 to calculate the percentage of Dearness Allowance to be paid from January 2014. Gservants, in its article published on 30th August 2013, told that the Percentage of DA to be paid from January 2014 will be from 100% to 102% . With 7 months CPI points it was estimated that there would be 10% to 12% Hike from existing rate of 90%. The AICPIN for the month of November 2013 has almost confirmed the above estimate that it will not be less than 100%. Now the December months AICPIN confirmed that the rate of DA to be released from January 2014 will be exactly 100%. Even though there is a decrease in 4 points the rate of DA is 100%. The following table shows how the dearness allowance has reached 100% level.

பான்கார்டு பெற பழைய நடைமுறையை தொடர முடிவு
பான் கார்டுக்காக விண்ணப்பிப்பவர்களிடம் பழைய நடைமுறையையே தொடர நிதியமைச்சகம் உத்தரவு பிறப்பித்துள்ளது. கடந்த சில நாட்களுக்கு முன்பு வரையில் பான் கார்டு விண்ணப்பிப்பவர்கள் விண்ணப்ப பாரத்துடன் அதற்கானதொகை மற்றும் சான்றிதழ்களின் நகலை மட்டும் காட்டினால் போதுமானதாக இருந்தது.
ஆனால்தற்போது குறிப்பிட்ட கட்டணம் நிர்ணயம் செய்யப்பட்டு அதனுடன் ஒரிஜினல் சான்றிதழ்களையும் அனுப்பி வைக்க உத்தரவு பிறப்பிக்கப்பட்டது. பல்வேறு தரப்பில் எழுந்த கண்டனத்திற்கு பி்னனர் இந்த புதிய உத்தரவை நிறுத்தி வைக்கப்பட்டுள்ளதாகவும் , பழைய முறையையே நடைமுறைப் படுத்தப்படும் எனவும் நிதியமைச்சகம் உத்தரவு பிறப்பித்துள்ளது.
ஆனால்தற்போது குறிப்பிட்ட கட்டணம் நிர்ணயம் செய்யப்பட்டு அதனுடன் ஒரிஜினல் சான்றிதழ்களையும் அனுப்பி வைக்க உத்தரவு பிறப்பிக்கப்பட்டது. பல்வேறு தரப்பில் எழுந்த கண்டனத்திற்கு பி்னனர் இந்த புதிய உத்தரவை நிறுத்தி வைக்கப்பட்டுள்ளதாகவும் , பழைய முறையையே நடைமுறைப் படுத்தப்படும் எனவும் நிதியமைச்சகம் உத்தரவு பிறப்பித்துள்ளது.

இந்தியக் கல்வித் திட்டத்தின் மீது யுனெஸ்கோ கடும் விமர்சனம்
இந்தியாவில் பின்பற்றப்பட்டு வரும் கல்வித்திட்டம் பற்றிய கூர்மையான விமர்சனத்தை யுனெஸ்கோ முன்வைத்துள்ளது.
யுனெஸ்கோ தரப்பில் கூறப்பட்டுள்ளதாவது:
இந்தியக் கல்வித் திட்டம் நடைமுறையிலிருந்து மாறுபட்டதாகவும்,குழந்தைகளுக்கு சவாலானதாகவும் இருக்கிறது. வியட்நாம் நாட்டின் கல்வித் திட்டம், அடிப்படைத் திறன்களில் கவனம் செலுத்துவதாகவும்,குழந்தைகளால் எளிதாக கற்றுக்கொள்ளக் கூடியதாகவும் இருக்கிறது. ஆனால்,இந்தியாவில் நிலைமை அதற்கு எதிராக இருக்கிறது.
ஆரம்பக் கல்வியை மேற்கொள்ளும் குழந்தைகள், அடிப்படை கணிதம் மற்றும் கல்வியறிவைப் பெறுவது முக்கியம். இதன்மூலம், பின்வரும் நிலைகளில் தங்களுக்கு கற்பிக்கப்படுவதை, அந்தக் குழந்தைகளால் எளிதாகப் புரிந்துகொள்ள முடியும்.
உலகிலேயே, வயதுவந்த கல்வியறிவுப் பெறாத நபர்கள்,இந்தியாவில்தான் அதிகமாக உள்ளனர். குறைந்தபட்சம் 4ஆண்டுகளை, பள்ளியில் செலவழித்து வெளிவருபவர்களில் 90%பேர் கல்வியறிவற்றவர்களாகவும், குறைந்தபட்சம் 5 முதல் 6ஆண்டுகளை பள்ளியில் செலவழித்து வெளிவருபவர்களில் 30%பேர் கல்வியறிவற்றவர்களாகவும் இருக்கிறார்கள்.
இந்த சூழலில், பெண் குழந்தைகளின் நிலை எவ்வாறு இருக்கும் என்பதை சொல்லத் தேவையில்லை. இந்தியா மற்றும் பாகிஸ்தானில், மிகவும் எளிமையான கணித அறிவுக்கூட இல்லாமல், ஏழை மாணவிகள் இருக்கிறார்கள். உத்திரப் பிரதேசம் மற்றும் மத்தியப் பிரதேசத்தில், ஐந்தில் ஒரு ஏழை மாணவிக்கு மட்டுமே, அடிப்படை கணித அறிவு இருக்கிறது.
கேரளா போன்ற மாநிலத்தில், ஒரு மாணவருக்கு, கல்விக்கு செலவழிக்கப்படும் தொகை ரூ.42,470 என்ற அளவிற்கு உள்ளது. ஆனால், பீகார் போன்ற மாநிலங்களில் அந்த தொகை வெறும் ரூ.6,200 மட்டுமே. இவ்வாறு கூறப்பட்டுள்ளது.
இந்தியக் கல்வித் திட்டம் நடைமுறையிலிருந்து மாறுபட்டதாகவும்,குழந்தைகளுக்கு சவாலானதாகவும் இருக்கிறது. வியட்நாம் நாட்டின் கல்வித் திட்டம், அடிப்படைத் திறன்களில் கவனம் செலுத்துவதாகவும்,குழந்தைகளால் எளிதாக கற்றுக்கொள்ளக் கூடியதாகவும் இருக்கிறது. ஆனால்,இந்தியாவில் நிலைமை அதற்கு எதிராக இருக்கிறது.

அரசுத் தேர்வுகள் இயக்ககத்தின் ஏற்பாட்டில் சான்றிதழ்களின் உண்மை தன்மையை சரிபார்க்க 14 சிறப்பு குழுக்கள்
அரசு பணியில் உள்ளவர்களின் கல்விச் சான்றிதழை சரிபார்த்து, உடனுக்குடன், சம்பந்தப்பட்ட துறைகளுக்கு அனுப்புவதற்காக, 14 சிறப்பு
குழுக்களை அமைத்து, தேர்வுத் துறை நடவடிக்கை எடுத்துள்ளது.
அரசு பணிகளில், ஒருவர் சேர்ந்ததும், அவரின் கல்விச் சான்றிதழ்களின் உண்மைத் தன்மையை அறிய, சம்பந்தப்பட்ட துறைகளுக்கு அனுப்பப்படும். சம்பந்தப்பட்ட துறைகள், 'சான்றிதழ்கள் உண்மையானது தான்' என, அத்தாட்சி கொடுத்த பின் தான், சம்பந்தப்பட்ட அரசு ஊழியர், பணி நிரந்தரம் செய்யப்படுவார். அந்த வகையில், அரசு பணியில் சேரும் அனைத்து வகை ஊழியர்களின், 10ம் வகுப்பு மற்றும் பிளஸ் 2, ஆசிரியர் கல்வி டிப்ளமோ ஆகிய சான்றிதழ்கள், தேர்வுத் துறைக்கு அனுப்பப்படும். இவற்றை சரிபார்த்து, உடனுக்குடன், சம்பந்தப்பட்ட துறைகளுக்கு அனுப்புவதில் தேக்கநிலை இருந்து வந்தது.
இந்த நிலையை தவிர்க்க 14 சிறப்பு குழுக்களை தேர்வுத் துறை இயக்குனர், தேவராஜன் நியமித்து உள்ளார். பிளஸ் 2 தனித் தேர்வுப் பணிகளை, தேர்வுத் துறை இயக்குனரக ஊழியர்கள் பார்த்து வந்தனர். பல பணிகள், கம்ப்யூட்டர் மூலம் மேற்கொள்வதால், பணி பளு, சற்று குறைந்துள்ளது. இதனால், பிளஸ் 2 பணியை, சென்னை மண்டல துணை இயக்குனர் அலுவலகத்திடம் ஒப்படைத்துவிட்டு, இயக்குனரக ஊழியர்களைக் கொண்டு, சிறப்பு குழுக்களை இயக்குனர் அமைத்துள்ளார்.

கல்வித்துறை ஊழியர்களுக்கும், ஆசிரியர்களுக்கும் இடையே வாக்குவாதம்.

ஆசிரியர் தகுதித்தேர்வில் வெற்றி பெற்றவர்களின் சான்றிதழை
சரிபார்க்கும் குழுவில் இடம்பெறுவது தொடர்பான பிரச்னையில் கல்வித்துறை ஊழியர்களுக்கும், ஆசிரியர்களுக்கும் இடையே வாக்குவாதம் ஏற்பட்டது.
இதனால்,
சான்றிதழ் சரிபார்க்கும் பணி தாமதமாக துவங்கியது.ஆசிரியர் தகுதித்தேர்வில் திண்டுக்கல் மாவட்டத்தை சேர்ந்த 1,242 பேர் தேர்ச்சி அடைந்தனர்.

கண்டம் தெரிவித்தனர்.இதையடுத்து, நான்கு குழுவில் கண்காணிப்பாளர்களும்,
நான்கு குழுவில் முதுகலை ஆசிரியர்களை நியமிப்பதாக
முதன்மை கல்வி அலுவலர் தெரிவித்தார்.
இதற்கு,
முதுகலை ஆசிரியர்கள் எதிர்ப்பு தெரிவித்தனர். இதனால், கண்காணிப்பாளர்களுக்கும், முதுகலைஆசிரியர்களுக்கும் இடையே வாக்குவாதம்
ஏற்பட்டது. பின், கண்காணிப்பாளர்கள் வெளியேறிசென்றனர்.தொடர்ந்து, முதுகலை ஆசிரியர்கள் கொண்ட
குழு மூலம் சான்றிதழ் சரிபார்க்கும்
பணி துவங்கியது. இப்பிரச்னையால் சான்றிதழ் சரிபார்ப்பிற்கு வந்தவர்கள் வெகுநேரம் காத்திருந்தனர்.
